HISTORICAL INFORMATION

On August 9, 1925, in Bloomington, the Ladies Auxiliary of the Illinois Rural Letter Carriers held an organizational meeting. Mrs. Raymond Walker served as president pro tem. On August 26, 1925, they met again in Bloomington and received their charter. The first president was Mrs. L.B. Holman, of Chillicothe. There were nineteen members and four officers who signed Charter #14 as assigned by the National Auxiliary. The purpose of this organization is to support the Association and its objectives are to unite its members, to create a greater interest in rural mail service and to seek beneficial legislation. This is still true today. The airplane emblem was adopted in 1926; air mail being the newest mode of transportation. In 1927, the motto, "Cooperation Means Success" was chosen. The Auxiliary Creed was adopted in 1944. In 1975, the word "Ladies" was dropped from the name of the organization and it is now called the Auxiliary of the Illinois Rural Letter Carriers' Association. This was done to accommodate the many female carriers and to reach out to their male spouses. The Constitution and By Laws of the Auxiliary of the IL RLCA was revised in its entirety at Decatur in July of 1982. It was amended at Champaign, in July of 1986, and further amended at Springfield, in July of 1988, at Decatur, in July of 1989, and at Effingham in July of 1995.
Illinois is proud to have had members serving as national officers down through the years. In the fall of 1986, the Association and Auxiliary Boards discussed implementing the Family Membership Plan in Illinois. At the convention held in Peoria in June of 1987, this was presented as an Association Constitution and By Laws change. It was adopted overwhelmingly and has been in effect since that time. This has enabled the Auxiliary to become totally self-sufficient as we plan and carry out our Auxiliary and Junior programs and help the Association in any way we are asked. Illinois is one of thirty-eight states currently on the Family Membership Plan.


AUXILIARY OF THE ILLINOIS RURAL LETTER CARRIERS' JUNIOR ORGANIZATION

On July 16, 1936, the Junior Organization of the Illinois Rural Letter Carriers was organized in Springfield, Illinois. Mildred Cooper, daughter of Mr. and Mrs. J.E. Cooper of Elwood presided at the meeting. Miss Cooper was the National Junior Secretary/Treasurer at that time. Their business was conducted under the Constitution and By Laws adopted by the National Junior Organization. At this first meeting they elected officers, and appointed committees. Dolly Oliver was appointed as the first Junior Sponsor. Dues were twenty-five cents per year and they were presented with a donation of $2.00 to give them a start. In July of 1938, Ina Setzekorn, Junior Sponsor, presented them with their charter. In 1940, they designed their banner, using the same colors as the "Ladies" Auxiliary. In 1995, the Illinois Juniors wrote and submitted their own Constitution and By Laws to the Auxiliary. This was approved on March 5, 1995, and they were governed by their own document.
Illinois has been well represented through the years with Juniors serving on the National Board. In 1961, the Auxiliary instituted a Nursing Scholarship program, which later came to be known as the Health Careers Scholarship program. In 1990, a new scholarship was established called the Junior Academic Scholarship. These are still being offered today.
Illinois Juniors participate in their own program during convention time and enjoy tours and activities the same as they do at National Convention.

 


 

AUXILIARY – “We are Family” 

ARTICLE IV, MEETINGS/DIVISIONS

Section 6.  Association Auxiliary

  1. The purpose of the Association Auxiliary is to support the Association.
  2. In order to maintain the family type organization, the Association underwrites the expense of the Auxiliary:
     

A family membership fee be charged to all classes of membership in the amount of ten ($10.00) dollars per annum, in addition to the State per capita dues.

    1. The Association shall remit the current amount to the State Auxiliary each quarter.
    2. Those members not wishing to participate in the family plan may request in writing to the Auxiliary Secretary for a refund at the end of the fiscal year.

The Illinois Rural Letter Carriers' Association Auxiliary holds its own meetings, conducts its own business and oversees a Junior Auxiliary for our 6 – 21  year old children/grandchildren.  A nursery is provided by the Auxiliary at state functions for children between the ages of  0 – 6.

The State Association Auxiliary has a board composed of a President, Vice President, Secretary/Treasurer and committeeman.  Members of the Auxiliary are those spouses of the Association members. As Illinois is under the Family Plan, all carriers paying membership dues are paying the $10 dues for the Family Plan membership and therefore, a spouse (and the children) are automatically  members.   If a member desires not to participate they need to follow #3 above from the Constitution.

The Auxiliary offer scholarships to children and grandchildren of members for college and vocational schools.  They work on a humanitarian program each year and present programs on Americanism and Safety as well for all members to gain valuable information in these areas.

The Junior Auxiliary operates in the same fashion with a slate of officers with Junior Sponsors who oversee their activities in conjunction with the desires of the Auxiliary.  Junior activities are planned for Juniors at Booster meetings and State Convention.  Delegates are elected to National Convention just as they are for both the Association and Auxiliary.  Our Junior organization continues to grow and helps many carriers and their spouses attend business meetings of both the Association and Auxiliary, and keeps our families together, which we have always supported.

Each County is assigned an Auxiliary Board member and should work with that person to coordinate meeting dates and other activities for fund raising and information for spouses and juniors relative to the various projects. 

We have maintained our family organization for many years and hope to keep it in tact for many years to come.
